The introduction of E10 was absolutely the right thing to do, but policy could have better achieved its objectives if;

  • the RTFO had been increased so that biodiesel demand was not backed out
  • the status of bioethanol feedstocks was categorised correctly, so that the UK did not encourage an influx of double counting bioethanol made from byproducts rather than wastes
  • the UK’s bioethanol demand had not been traded away in the UK – US trade deal of May 2025

There are remedies to the above shortcomings;

  • always accompany the addition of any new demand with a corresponding increase in the RTFO
  • finalise the call for evidence on ULDUR, which was initiated in March 2025, and
  • raise the bioethanol blend in petrol further, to replace the demand traded away in the tariff free quota.
