The call for evidence rightly frames refineries as long-term assets essential for energy security, jobs, and industrial outputs.
The RTFA response to downstream oil CfE makes various points including;
- the CfE does not mention co-processing, which is a major omission
- the long-term viability of UK refineries will depend on access to abundant, scalable low-carbon hydrogen
- dedicated renewable fuel biorefineries (new-build or full conversions) are also essential for the production of advanced, high-volume, drop-in fuels and the two are often intertwined and co-located relying on shared networks. Policy that secures refinery longevity directly de-risks biorefinery investment.
- the latter share skills, jobs and critical industrial infrastructure (high pressure steam networks, future CO₂ and hydrogen pipelines, and cluster utilities).
