In it, we recommend an earlier start-date of 1 January 2027 and a lower qualification threshold (400 gross tonnage, which we hope the UK and EU can both agree to this year as part of the EU ETS review). We call for the UK to commit to regular review of the ETS (and other national measures for UK international shipping emissions, as recommended in RTFA’s maritime policy briefing). This would support harmonised regulatory requirements between the UK and EU, and help to mitigate the risk of unnecessary duplication of regulation (for example, should a suitably ambitious agreement through the International Maritime Organization be adopted at a future point).
