We don’t answer all the questions in this document. In the RTFA’s opinion the ZEV mandate is not the best approach to achieving much-needed reductions from GHG emissions from cars and vans, and we have particular concerns about it being rolled out to HGVs in the future. We have set out our reservations on the policy approach in previous consultations and don’t repeat them in this response. We make these points:
- when run on renewable fuel, ICEs achieve comparable GHG savings to fully battery electric cars, and hybrids run on renewable fuel achieve greater savings
- both types of hybrids should be included in the definition
- having incentives to drive hybrids in electric mode would have more impact than having additional vehicle or fleet-wide CO2 requirements
- there should be no minimum range required for PHEVs
- the Renewable Transport Fuel Obligation should not be amended to incentivize EV charging
- wider considerations should be given to whether OEMs will continue to innovate and supply special purpose vehicles if they are exempted from the mandate
- fuelling exempted vehicles efficiently in the long run (both in an economic and environmental sense) may be a challenge and should be considered
