In this two page letter, we set out the main shortcomings with a ZEV Mandate (including that it rules out other legitimate approaches and doesn’t address emissions from existing vehicles).  We propose an alternative approach, in which the allowed carbon intensity of fuel supplied is continually reduced to the eventual point where fossil fuel is eliminated altogether, and set out why this is better.  The Government is currently consulting on this policy, and the deadline for responses is 24th May 2023.
